APS welcomes the release of new NSB Merit Review Report

The American Physical Society (APS) welcomes the National Science Board’s (NSB’s) new report on the Merit Review process and its recommendations that address the equal importance of intellectual merit and societal impact in evaluating National Science Foundation (NSF) funded research.

APS supports the Board’s position that scientific excellence and societal benefit are both critical components of merit. The report’s recommendation to clarify and elevate the Broader Impacts criterion acknowledges that public engagement and societal relevance are not optional add-ons, but core practices of a modern scientific enterprise. This aligns with APS’ commitment to public engagement — as outlined in its 2024 statement — as well as the Society’s long-standing commitment to the importance of fundamental research.

APS believes that physicists have a responsibility not only to advance the frontiers of knowledge, but also to thoughtfully consider how their work intersects with society. With science and technology rapidly advancing, it is essential that researchers reflect on the potential societal implications of their discoveries and innovations — and engage with communities, policymakers, and partners to ensure science contributes constructively to the public good.

The report’s emphasis on scientific merit, meaningful engagement, greater transparency in outcomes, and expanding participation across institution types and demographics resonates strongly with APS’ values and long-standing efforts to strengthen the connection between science and society.

We commend NSB for its thoughtful and timely work. The recommendations provide a clear and forward-looking framework that will help the National Science Foundation continue to support world-class research while strengthening public trust and ensuring that science serves the nation. APS looks forward to working with NSF, NSB, and the broader scientific community to advance these shared goals.
